This is one of the most common questions we get, and it's a more useful complaint than people realize. "No hot water at all" could be a dozen things. "Warm but never actually hot" points at a much shorter list.
Start here: everywhere, or one place?
Run the hot side at a few different fixtures β a bathroom sink, the kitchen, the shower. Let each run a minute.
- Only one fixture is lukewarm. That's the fixture, not the heater. Usually a failing mixing cartridge in a single-lever faucet or shower valve letting cold bleed into the hot side.
- Everything is lukewarm. Now it's the heater, or a crossover somewhere in the system. Keep reading.

1. The thermostat is just set low
Check before you spend anything. 120Β°F is the standard setting and where most units ship. It's the balance point between scald risk and bacterial growth. If someone turned it down β or a previous owner did β that's your answer.
On a gas unit it's a dial on the valve at the bottom. On an electric unit the thermostats sit behind access panels on the side, and you should kill the breaker before opening those panels. There are live terminals behind there.
2. The lower heating element has failed (electric only)
This is the one that produces the classic complaint: hot for the first minute or two, then warm for the rest of the shower.
An electric tank has two elements. The upper one heats the top of the tank, the lower one does most of the ongoing work. When the lower element burns out, the upper element still heats the top portion β so you get a short burst of genuinely hot water, then lukewarm once you've drawn past it.
If the upper element fails instead, you generally get almost no hot water at all rather than lukewarm.
"Can I just replace the element?" β we get asked this constantly, and the honest answer is yes. Elements are replaceable and the part itself is cheap. It's a legitimate repair, not a bodge.
Two caveats. First, the thermostat produces similar symptoms, so replacing the element without testing can mean replacing the wrong part. Second, and more important: consider the tank's age. Putting a new element into a twelve-year-old tank often means paying twice β once for the element, again for the replacement heater a few months later. On a tank under about eight years old, it's usually money well spent.
3. The dip tube is broken
Incoming cold water is supposed to travel down a plastic tube to the bottom of the tank, so it heats from below while the hot water stays stratified at the top where the outlet is.
When that dip tube cracks or snaps, cold water dumps in near the top and mixes straight into the outlet. The result is water that never gets properly hot no matter how long you wait β because you're drinking from the mixing point.
It's a known failure mode, it's fixable, and it's frequently misdiagnosed as "the heater is shot."
4. Sediment has eaten your capacity
Mineral sediment settles at the bottom of the tank and occupies volume that used to hold hot water. A 50-gallon tank starts behaving like a 40. On a gas unit it's worse, because that layer insulates the burner from the water it's trying to heat.
The tell is that it used to be fine. Nothing broke; the hot water just gradually got shorter.
There's a local wrinkle here. Homes on Portland's Bull Run supply have notably soft, low-mineral water and tend to accumulate sediment slowly. Parts of Washington County running on harder groundwater blends build it up faster. If you're in Hillsboro or Beaverton and have never flushed the tank, that's worth doing annually.
5. The tank is simply too small now
Not a fault β a mismatch. A 40-gallon tank that was fine for two people doesn't stretch to four with back-to-back showers. Nothing is broken; you're just drawing past capacity and refilling with cold.

6. Cold water is crossing into the hot side
Somewhere in the system, cold is leaking into hot β and it dilutes everything downstream. Usual suspects are a failed thermostatic mixing valve at the heater, a bad single-lever faucet or shower cartridge, or occasionally a plumbed-in appliance.
Quick check: shut off the cold supply into the water heater, then open a hot tap. If water keeps flowing after a few seconds, cold is getting into the hot lines somewhere and you've confirmed a crossover.
What we'd check, in order
- Thermostat setting β free, and sometimes that's the whole visit.
- Gas or electric, and the unit's age from the serial number.
- Electric: test both elements and both thermostats.
- Gas: burner condition and flame quality.
- Drain a few gallons to see how much sediment comes out.
- Crossover test if the whole house is affected.

When it's worth repairing and when it isn't
Under about eight years old, repair it. Elements, thermostats, dip tubes and flushes are all inexpensive relative to a replacement, and you've got years of tank left.
Past ten to twelve years, think harder. At that age the tank is near the end of its life anyway, and spending on parts postpones a replacement rather than avoiding it. Can I replace the heating element myself?
The part is cheap and it's a real repair. Power off at the breaker, tank drained, and you need an element wrench. Test first so you're not replacing a good element when the thermostat is the failed part.
Why does my hot water run out faster than it used to?
Usually sediment taking up tank volume. An annual flush is the preventative.
Hot for a minute then warm β what is that?
On an electric unit, classic failed lower element. The upper element heats the top of the tank, and you're drawing past it.
Only my shower is lukewarm. Is that the heater?
Almost certainly not. That's the shower valve cartridge letting cold cross into the hot side.
